Conclusion

The implications of cyberspace for naval strategy and security are profound. An indication of the importance of cyberspace for naval forces is reflected in newly developed naval strategies. While many navies have not yet released strategies that deal explicitly with the full spectrum of cyberspace and cyber capabilities as an integral part of their responsibilities, those that do provide a glimpse into what the future of navy-cyber strategy may look like.

Cyberspace is critical to modern geopolitical and economic security and it is essential for national security as well as naval security. Cyberspace is vital for modern naval operations and modern warfare because it underpins command and control of naval forces, which is essential for all operations. Technical and information-based systems that enable battlespace awareness, intelligence gathering, targeting, and other capabilities are at the core of mission success. Maneuverability and freedom of action, as well as the ability to deny freedom of action to adversaries in cyberspace, is fundamental to the success of naval operations and warfighting strategies. Thus, the goal of navies in the future will be to retain freedom of maneuver and deny freedom of action to adversaries at sea – and in cyberspace.

Protection of national and naval information networks requires defensive cyber operations to prevent attacks from penetrating the targeted systems. For some countries, cyber security may include offensive cyber operations to deter aggression by adversaries and respond in-kind to cyber attacks on naval or national systems. Cyber attacks and cyber-enhanced capabilities of adversaries, such as precision targeting or long-range attacks on systems, mean that navies are and will be more connected and vulnerable at sea than ever before. The traditional balance of power among navies and adversaries has been upset by the proliferation of cyber-based capabilities, which creates asymmetry and makes smaller navies and non-state actors disproportionately powerful.
